The recommended level to face Fire-type Team Star Mela is Level 27. Be sure to have a team with Pokémon around that level and some water, rock, and ground types.

Tactics
Mela has a single, fire-type Pokémon. Torkoal doesn’t have another type. Any water, ground, or rock type Pokémon you throw at it will have an outright advantage. Torkoal doesn’t have a wide enough move pool to remotely threaten any Pokémon it is weak to. Team Star Mela shouldn’t give you many problems. All that’s left is to defeat Revavroom in order to trash the car. It’s a Fire type this time so just throw some water or rock type moves at it until its big health bar is depleted.
