It seems like Persona 5 Scramble will be released in English in 2021 according to verified retailers in Asia! An English version has been listed by retailers PS Enterprise (Indonesia), and Qisahn (Singapore). PS Enterprise is an official PlayStation partner and says that their supplier confirmed that the game is coming out in 2021. However, they don’t know an exact release date. Qisahn is also taking pre-orders for the PS4 version and the Switch version.
