As a remake of the original Persona 3, Persona 3 Reload includes a slew of new content, improvements, and quality of life features including additional side episodes, a revamped soundtrack, an improved Tartarus labyrinth, and so much more. Shortly before launch on February 2, Midori discussed that The Answer will be available as DLC for Persona 3 Reload alongside other DLC packs. That latest datamine from actual game files seem to support DLC releases
