Insomniac Games has confirmed on Twitter that Ratchet & Clank: Rift Apart will feature a 60FPS mode.

Ratchet & Clank: Rift Apart had a full length demo shown off at Gamescom Opening Night Live. The game is scheduled to release in the PS5’s “launch window”, although it was not specified when this window is.
